Provides proposal management, capture plan development, technical volume leadership, and consulting and orals preparation services to assist clients in securing government contracts. Developed company's Proposal Management Process, PMP, to combine and apply lessons learned in 16 years dedicated solely to proposal development. Companies supported and winning efforts totaling $23.2 billion include:

 

1990-1991: Director, Business Development, Johnson Controls World Services, Inc., Cape Canaveral, Florida. Within two weeks of start date, established a $21 million sole source contract with the U.S. Army Aviation Systems Command for Operation Desert Shield/Storm's depot-level maintenance and War Reserves inventory point at Abu Dhabi, UAE .

Developed strategy and then led the company's successful marketing and proposal development effort for the U.S. Navy's $195 million Atlantic Undersea Test and Evaluation Center contract, unseating a 24-year incumbent.

 

1989-1990:

Principal, Professional Data Services, Inc., New Orleans, Louisiana. Developed Louisiana Power and Light's Final Safety Analysis Report Update System to meet regulatory milestone on the critical path to the Waterford 3 nuclear plant's operating license. Consulted with Bechtel on the successful $1.2 billion Naval Petroleum Reserves in California (Elk Hills) M&O contract bid. Turnkeyed and won IMR Systems Corporation's $15 million DOE/Strategic Petroleum Reserve ADP operations bid. Oversaw $1.6 million in sales, installation, training, and support of 20 microcomputer job cost accounting systems in the New Orleans area.

 

1979-1983:

Property Records Supervisor/Real Property Supervisor, Strategic Petroleum Reserve, Parsons-Gilbane and CACI, Inc.-Federal, New Orleans, Louisiana. Oversaw $1.4 billion of DOE assets approximating 50,000 line items of installed equipment and personal property at seven sites in Louisiana and Texas. As Operating Systems Manager, directed integration of a Logistics Support Analysis subsystem with the SPR real property system on twin Prime 750's. Wrote CACI's successful proposal to add on $500,000 for the real property scope of work.

 

1977-1979:

Procurement Systems and Procedures Analyst, U.S. Army Aviation National Inventory Control Point, Bell Helicopter, Tehran, Iran. Established an automated procurement information management system to trend and status 120,000 annual aviation parts transactions worth over $200 million per year.
